Provide a full range of real property management services, including requests for space, assignment and distribution of space, architectural design and construction, and asset management of property. Coordinate and manage real property and related services for space assigned to OUSD(I&S) and tenant organizations with agreements in-place with the OUSD(I&S). Review, validate, and coordinate OUSD(I&S) Requests for Space for facilities owned and leased by the government and interface with and monitor Army Corps of Engineers (ACOE) and General Services Administration (GSA) regarding the acquisition and assignment of space. Manage OUSD(I&S)’s space assignments including requests for administrative space (transfers and relocations) and various space alterations, renovations and construction.

• Coordinate with ACOE and GSA representatives regarding all space management issues for OUSD(I&S) occupied space owned and leased by the government within the NCR. Verify and validate all Requests for Space, services and/or construction, and provide financial management for Reimbursable Work Authorizations (RWAs).
• Responsible for ensuring those OUSD (I&S) employees, occupying assigned space in a leased building, receive the services they are entitled to under the lease. Generally, these services are related to insuring a productive work environment. They include the maintenance, utilities, custodial services, repairs, and reimbursable services appropriate to the productive occupancy of the space
• Understand service call procedures and monitor requests for building service-related requirements or problems. Communicate to OUSD(I&S) employees the correct procedures to report service calls through their administrative office.
• Manage services provided by WHS that are not included in the lease contract via appropriate channels and organizations within the DoD. This may involve the coordination of life-safety upgrades and standards, and coordination and pre-approvals of requests for support and services. Assist in the management of construction and renovation of Sensitive Compartmented Information Facility (SCIF)/Special Access Program Facility (SAP-F) throughout the National Capital Region (NCR) for the OUSD(I&S).
• Track, review, coordinate, implement and make effective suggestions and recommendations regarding the status, disposition, and priority of assigned projects. Assist in the development of short- and long-range plans for facilities projects, schedule work projects, monitor work in progress, and inspect finished projects.
• Develop, establish, and control the methods, procedures, and systems to increase overall effectiveness of facilities utilization and management. Prepare complex and technical statistical analyses, reports, and surveys related to space. Provide information and consultation on costs of planned projects and budgetary planning related to space planning to leadership.
• Develop, implement, utilize and maintain a comprehensive facilities management support and services request system (WHS Enterprise Support and Services Tracking System, Intel, and GET ITT). Review facilities information data and other reports to ensure each original project involving space planning is implemented.
• Approve and process Enterprise Support and Services Tracking Systems (ESSTS) requests per WHS Administrative Instruction 15.
• Maintain accountability records of physical property on behalf of the OUSD(I&S) Property Manager. Conduct and coordinate bi-annual inspection with WHS Support Service Division and assist in the maintenance of reports and database upkeep.
• Responsible for the implementation of an organizational-wide office supply request and distribution system.
• Maintain approximately 600 pieces of equipment (printers, copy and facsimile machines (secure and non-secure), SCI, SECRET, and Voice-Over Internet, STE Phones, and office furniture) by performing routine preventive maintenance; troubleshoot failures; call for repairs; monitor equipment operation; monitor and identify for purchase equipment when required to meet customer expectations.
• Track the property inventory reports to ensure 100 % accountability of office equipment from cradle-to-grave, through WHS; ensure property sub-custodians maintain accountability of office and Automated Data Processing (ADP) equipment at all OUSD(I) locations throughout the Pentagon and National Capital Region.
• Provide facility safety and compliance management support to WHS on behalf of the OUSD(I&S).

• 3-5 years of related experience
• Bachelor’s degree or military experience is preferred.
• Active TS/SCI security clearance
• OUSD(I&S) experience is highly preferred.
