The Design, Monitoring, and Evaluation (DME) Specialist is expected to provide a broad range

of support to all INL/KM divisions in all matters related to project DME. The job holder report directly to the INL/KM, Continuing Education and Training (CET) Division Chief to provide updates and analysis on the progress and results of KM projects and programs. The contractor also actively participates in INL’s DME network to ensure the application of Bureau-wide design, monitoring, and evaluation standards in all INL projects.

DUTIES AND RESPONSIBILITIES

Project Design (20%)

• Advise KM program managers on application of the INL design standards;
• Utilize data and provide analysis to inform design choices, such as data from previous or related projects for lessons learned, or contextual data for root cause analysis;
• Contribute to and provide technical review of project logic model, change map, results frameworks, and/or performance monitoring plan;
• Draft the monitoring and evaluation sections of project solicitation documents, and advise program managers on the rigor and feasibility of project proposals;
• Draft monitoring and evaluation plans where the INL section is implementing the project directly (without an implementing partner), including training programs;
• Ensure use of quality indicators and inclusion of appropriate INL measures for data verification and data quality assessments.

Data Management (40%)

• Maintain INL/KM’s portfolio of projects in DevResults (INL’s performance monitoring database);
• Work with INL/KM program managers and implementing partners to ensure baseline data is collected at the start of all projects and set targets when applicable;
• Conduct, in coordination with INL/KM program managers, data verification activities for ongoing projects, including site visits;
• Perform data quality assessments for INL/KM strategic indicators;
• Ensure implementing partner and/or partner government compliance with timely data reporting;
• Data entry and cleaning when necessary;
• Assist program manager to review and update project monitoring plan periodically, recommended annually at minimum;
• Serve as a resource to Contracting/Grant/Agreement Officer’s Representative (COR/GOR/AOR) for projects related to M&E (collection of monitoring data and project evaluation).

Data Analysis and Visual Storytelling (20%)

• Analyze project data for decision-making purposes as requested;
• Conduct end-line evaluations of projects;
• Use software to visualize reported data to inform program manager decision-making;
• Create knowledge products such as reports, presentations, memoranda, and infographics;
• Share and report data as requested by program managers and leadership.

Data-Driven Learning (20%)

• Collaborate with program managers, implementing partners, and/or other stakeholders such as partner government officials to hold periodic data reviews for individual projects;

• Shape strategic or portfolio reviews around available data for decision-making and contribute knowledge products;
• Ensure key take-aways from previous project results are incorporated into the design of new projects.

MINIMUM QUALIFICATIONS

• U.S. Citizen;
• A Bachelor’s degree from an accredited institution;
• A Master’s degree from an accredited institution in the area of social science, program development, monitoring and evaluation;
• Six to ten years’ experience in relevant field; implementing foreign assistance programs and projects and performing monitoring and evaluation (M&E) on foreign assistance programs;
• Demonstrated knowledge of Federal regulations in regard to area of specific need;
• Proficient in Microsoft Office Suite;
• Demonstrated experience facilitating organizational change.

PREFERRED QUALIFICATIONS

• Active clearance or an active clearance within the last 12 months from the date of solicitation.
• A Ph.D. degree from an accredited institution in the area of social science, program development, monitoring and evaluation;
• Demonstrated ability to understand complex business processes to support new initiatives within the existing culture of an organization;
• Demonstrated skills in providing comprehensive and routine reports for various audiences related to Key Performance Indicators; tracking and evaluation; organizational assessments; monitoring and evaluation, data utilization and risk assessments;
• Demonstrated ability to organize, manage, and present complex information; - clearly and consistently
